Arendal Culture and Town Hall is the municipality of Arendal’s combined town hall and cultural centre. It stands on the site of the former Arendal bus station, in the heart of the city centre. Construction was completed in autumn 2004, and the official opening took place on 4 March 2005.
At the core of the building is a large theatre and concert hall, Store Torungen, with seating for 700. The seating can be retracted, allowing the hall to accommodate up to 1,300 standing audience members. A smaller hall, Lille Torungen, provides seating for 150.
The municipal offices are located around and above the performance spaces. The block itself is surrounded by a public transport terminal with stops for buses and taxis.
As a facilities consultant for the Norwegian Music Council (NMR), I was alerted to the project by Norsk musikkråd Aust-Agder. In the late 1990s, an architectural competition was launched, and a large number of proposals were submitted.
Unfortunately, none of the entries addressed the highly demanding requirements for sound insulation and room acoustics. The project had to accommodate a large theatre and concert hall, a smaller hall, office areas, and a busy bus terminal immediately outside. This created a substantial potential for both internal and external noise-related conflicts throughout the building.
NMR was invited to contribute to the process. Meetings were held with the building committee, followed by a half-day presentation for politicians and decision-makers, during which a specialist acoustician explained the acoustic requirements of the project.
As a result, all submitted proposals were rejected, and an acoustician was commissioned to prepare an acoustic performance specification for the building.
This specification then formed the basis for a new architectural competition. Three proposals were submitted. Two met the requirements, and LPO Arkitekter in Oslo was selected as the winning team.
